Pac-Neighbor is a character who appears in Pac-Man: Snack Breaks. She is Pac-Man's next-door neighbor, living in the same apartment building as him in New Pac-City. She owns multiple cats and has a grouchy disposition.
She first appears in "Welcome to New PAC-City!", where she scolds Pac-Man and Pac-Wizard for being too loud so early and late in the day.
